this. is one system that produces statistics that have been used for years and years and it is currently the only integrated system that we have to draw statisticks from. so i went to the personal who operates the system and asked foyer data and for the data. now what is interesting is that what the district attorney showed you in those two circles is saying we only handle 52% on and page 31 of the report he is aing that they handled 112,987 court events while the public defender handled only 59,309 court events. when i asked the folk at the court management system with this, well first let me say, i have been public defender now for ten years and have never seen a district attorney count their caseload for workload by court events. court events have very little correlation to the work you are doing. why? because court events mean there is a case on calendar and what the district attorney is saying that if there is a court on calendar it's our case, but that includes everything from a person who adds themselves to calendar because they want to have their case heard.
. so there were no surprises. there was some interest last week from commissioner lost us in particular on our prohibited persons and firearms list. * it was in their paper that there are some 16,000 people in california who are prohibited persons. the way that it works, doj maintains an armed prohibited person system. it's called apps. it's a cross reference of the automated firearms system and cini cross referencing folks that shouldn't have guns. we were noticed back when this program started in 2011 that we had 516 folks that needed to be talked to. since then we have contacted all of them. we have recovered 81 guns that are no longer in their hands and other cases have been closed for some reasons like those with mental health issues once they're five years in duration, they fall off the list. some of the people on the list have actually either were deceased or died since. some people have restraining orders that caused them to be prohibited. those orders have either expired or been withdrawn. some people have moved out of the city, in fact, one of our people that we contacted was

and the public defender isn't there to deal with the cases. i choose to use court event because court events that neither office can cook. there are certain numbers that are there and done by the court and through the court's management system. we do not control the number of court events shown in the system. when a case is complex for the public defender, it's equally complex for the prosecution. but when you look at the chart here, you can see that increasingly, we're dealing with very complex cases where the public defender is not here. i'm not here to talk about the historical funding. mr. dachi and i have discussed this presentation and we have frankly agreed to disagree and we work well together and respect one another and i think san franciscans are very fortunate to have the quality of representation that they have in the public defender. if i were a criminal defendant and i was indigent, i would want nobody else but jeff dachi to defend me, but i'm not here to talk about that. i'm here to talk about how we enhance public safety in this community and we cannot do so if you continue

that is going up and that those are possibly the numbers that were being used there. >> through the chair, a clarification, i wasn't studenting that number, but i was disputeing 60 cases from the public defender's misdemeanor caseload versus the 30. i think that is comparing apples to oranges and the appropriate comparison would be 60 cases per criminal defense attorney in the misdemeanor unit on the public deferreders side versus a couple hundred on the district attorney's side. that is what i was really getting it. >> this does not show anything for the public defender, nor talk about overall caseload for the department. it's just focusing on the domestic violence cases. i would also like to respond, supervisor mar, you were asking about the caseload, the reduction from the police department. and questioning the district attorney about the difference. i would just comment that looking at table 10 and table 11 on page 19 of our report, table 10 reflects the case load data that we compile based on a lot of information provided by the police department. and that does show a 32% reduction

for the cell phone robberies. in that case, again, i have to emphasize that we are using technology to our advantage and we were able to track the stolen phone from the victim and ap-prehend the individuals who are responsible for 6 robberies and looking into ten additionals. i think that i am optimistic that we can close a lot more of these robberies. >> and do you in terms of who is actually doing these robberies, i am sure that it is a mix. but in terms of a sort of random people who just want money. as opposed to organized, robbery rings, can you comment on who actually is doing these crimes? >> i have not seen it being any organized ring, it is just groups of individuals who see the opportunity or they decide to go on the spree and to decide to start to stealing these phones. >> in terms of then sort of the resale market you mentioned that the department does buy bus on the stolen phones, in terms of a level of organization of where of the market for these stolen phones. i know that i read in the paper that there are some locations where people just offer them on the street. but are t

with the regional transportation plan; the regional transportation plan is giving us feedback and we are providing feedback to both the current plan in the next one down the pike; we just finished one and are already starting the next one. i can move a bit faster now. you can see in the timeline in many cases the authority was the first on the scene to start a new trend. one of the things we saw back in 2002-03, we needed money for neighborhood transportation plans, particularly to get the pedestrians out of theneighborhood. a lot of productivity. strong community-based efforts, the bayshore station study. this is interesting. it is another community-based planning process looking at what kind of station you wanted for the bayshore session. we had redevelopment, high-speed rail plans; this was a chance for the community to weigh in an division they have for the area and help them form the larger regional discussions. by domains at the end of the story but it is a way to start the build community input and consensus. bi-county transportation study is very much related, working with jurisdiction

while they are using it or texting on it. in juvenile we have seen a market increase of the filings of these types of offenses. we have 193 open juvenile cases that involve the theft of cell phones. i believe that supervisor mar you had a question earlier about the difference between larceny and robbery. there was a recent case about two years ago that talked about the necessary force to remove an item from a person. and the specific case described as basically a cell phone robbery, someone taking something from somebody's hand. and that case, indicated that the simple taking of an item from somebody's hand is not more force than is necessary to complete other types theft from the person. and therefore, this type of snatch and grab robbery is considered a grand theft from the person, not a robbery and so we have seen actually a market increase in grand theft from the persons that were currently charging. the difference is a robbery is a serious felony and a grand theft is 1170 h, a realignment eligible offense and so there is a market difference between the punishment for each one o
cloths officers. we try to use them in the most clandestined effort to deal with the individuals engaged in the crimes. they have been an incredible resource, not only for addressing issues of crime upon muni, but the crime throughout the city, and that they have such a level of engagement with the repeat offenders. they are often able times to identify a suspect based upon a video footage and otherwise very quickly. and that is also a team that is funded by fema and a tsa grant and going back, the dog units are also funded through tsa as well. >> specifically, some of the target enforcement operations that we do, obviously with the issue of robberies, and the team of officers assigned to muni. regularly, interact with the diblgt station personnel. and in response to either areas that have had historically plagued by robberies or that we see changes or in creases in the robberies indicating that you may have a series or anything of that nature. and those officers are engaged in that. one of the things that we really want to do is in order to abait the crimes in and around muni is actuall

to the first meeting. with the presidential election behind us it is fair to see that we will see more of a focus on transportation. i think it is also fair to say that there continues to be perhaps little appetite for tackling some of the core issues in terms of the insolvency of the federal highway trust fund and transportation funding nationally and of course that impact what happens at the local level. we certainly will continue to be diligent in watching what happens in washington dc. i know that a number of us this morning had a reception with leader pelosi who has been very helpful in the past and securing funding for transportation here in the city and county of san francisco. i also want to talk about the trend happening locally in terms of revenue measures such as the sales tax and vehicle registration fee that are administered by the authority. one of the things that is important as we move forward is to always look for the most cost-effective ways of doing the work. one of the things that i hope you continue to do is to focus on enhancing coordination among the various cit

[speaker not understood] the piece of the legislation. i spoke previously about a piece of legislation introduced last year by supervisor chiu regarding polk street and the creation of the new alcohol use district. and, so, there's been a lot of conversation. there was a meeting at the small business commission and at committee level. i attended a meeting today in supervisor chiu's office to mike changes and amendments to that. so, it continues to morph in different ways and we'll keep the commission updated. i still do have a request in to amy chin from the supervisor's office to address you and i guess they feel it's in a place where it may move ahead. there's just a lot of changes to it so it's still happening. we will have a chance to weigh in on that. i wanted to remind the commission, i'm not sure if i told you this or not before. for sometime in over -- pretty much all through 2010, we were -- the commission was addressin

're trying, the number of cases that we're settling. we're not using the number of cases that the police department says is coming in, because frankly at the end of the day, that doesn't impact the bottom line for us. >> good afternoon everybody. supervisor mar, in the numbers that the budget analyst put in their report, the numbers are constant over the five years except for last year. there is a dramatic dip in the numbers for 2012. that we don't yet understand why. i think maybe you want to have a conversation with the police department about that, but it's not a five-year trend of a decline. it's a one-year drop in that number. we can't yet account for it and we have had a lot of cations between the budget analyst and the police department, but i think what the district attorney is saying that we have seen the opposite. it's just a one-year drop there. >> thank you. other questions that are related to the funding for the victim services? the problem is that at the same time we were requesting in addition to our victim services the state reduced the funding coming in. so the end re
to thank members of public who have come out for this item. we have in front of us a supplemental appropriation for domestic violence services and for additional law enforcement staffing that i had proposed in december. i want to [tha-fpg/] a moment and thank our district attorney, mayor lee and all of who were with the board who have co-sponsored this measure. as think many of you know the late 2011 comprehensive report on family violence in san francisco shows that reports of domestic violence in san francisco has risen sharply in last few years. what the data shows is that the demand for city departments and non-profits for domestic violence assistance has increased steadily while funding for such services has stayed flat or decreased. for example, and the one-year period documented in the report we saw the increase in calls to domestic violence hotlines and 29% in more beds needed at domestic violence shelters. 202% in the number of child support cases involving family violence and i know the district attorney will highlight that. over the past two years the district attorn

, or in my case, louis herrera, the city librarian used his office to withhold public records from me. he just basically didn't want it made apparent to the public that all the claims that they were making at library commission meetings had no basis. but $10 million that was claimed as a gift to the branch library improvement program was just that, nothing, but claim. and so when i went and i tried to get these documents, he held off for nine months and now we have mr. menat shaw and he comes to you and he wants to get documents about a complaint. following these complaints is kind of like a black box, you drop it in the top and whatever comes out, you are expected to live with. same goes with the office of citizen complaints of the police department. i had a city and police inspector lie to be about the existence of a document. he repeated that lie to a deputy city attorney, when i petitioned for the supervisor of records to make a ruling. told her that there was no document. and then three months later, oh, exemption. as mr. menat shaw says you have a certain number of days, a certain t
. so, this allowed us to not only put on a great sell braaetionverctiontion, but to also fundamentally change the experience that the 10 million visitors a year who come to the golden gate bridge have. if you've been out there, we've built a 3500 square foot pavilion. it's a visitors pavilion and welcoming center. there are interpretive panels and photographs and videos that you can see there and merchandise that tell you a lot about the golden gate bridge. and we have some artifacts in that pavilion that have never been seen before by the public. so people now can actually get a sense of their rich history of the golden gate bridge and how it was built and the men and women in labor who built that bridge. and, so, it's really fantastic. we also improve the outdoor plaza area so there's more open space. we improve the pedestrian and bicycle path. so, really it's a much more pleasant place to visit now so we're really, really proud of that. on the fiscal side of things at the district, it has been a difficult time, as with any governmental quasi-governmental agency. but in 2009 the boar
unified public school teachers came and learned to use cooking for the core standards. we range all over the place. we really want everyone to feel like they can be included in the conversation. a lot of organizations i think which say we're going to teach cooking or we're going to teach gardening, or we're going to get in the policy side of the food from conversation. we say all of that is connected and we want to provide a place that feels really community oriented where you can be interested in multiple of those things or one of those things and have an entree point to meet people. we want to build community and we're using food as a means to that end. >> we have a wonderful organization to be involved with obviously coming from buy right where really everyone is treated very much like family. coming into 18 reasons which even more community focused is such a treat. we have these events in the evening and we really try and bring people together. people come in in groups, meet friends that they didn't even know they had before. our whole set up is focused on communal table. you can sit
